Pakistan, a South Asian nation of 233 million, is undergoing a political change ahead of October 2023 parliamentary elections. On August 9, 2023, Prime Minister Shehbaz Sharif’s Pakistan Muslim League-Nawaz (PML-N) party ended its five-year tenure and dissolved parliament. A caretaker administration must monitor the election and ensure a fair vote, according the constitution.

On August 12, 2023, President Arif Alvi selected Balochistan Senator Anwar-ul-Haq Kakar as Pakistan’s caretaker prime minister after days of discussions. Sharif and PTI National Assembly leader Raja Riaz Ahmad Khan agreed on Kakar. Kakar’s technocrat and expert cabinet will rule until a new administration is formed.

Veteran politician and journalist Anwar-ul-Haq Kakar has been in public life for almost 30 years. The Kakar tribe, one of Balochistan’s main Pashtun tribes, gave birth to him in 1962 in Quetta. After earning his master’s in public communication from the University of Balochistan, he became a newspaper and magazine reporter. He produced and anchored for PTV and Radio Pakistan.

Kakar entered politics in 1990 as a member of the Balochistan National Party (BNP), which supports Baloch rights and autonomy. He was party secretary-general and spokesperson for years. He ran for provincial and national legislature seats but lost.

After the 2018 national elections, Kakar abandoned the BNP and joined the pro-federation Balochistan Awami Party (BAP), which became the largest party in the province. He was elected Balochistan senator for six years on a BAP platform in March 2018. He also led BAP in the Senate.

Kakar has moderate and pragmatic views on national and regional affairs. He advocates discussion and healing between Pakistan’s political and ethnic factions. He also wants more development and investment in Balochistan, one of Pakistan’s poorest and most neglected provinces despite its tremendous wealth.

In the 2018 Pakistani Senate election, Kakar was elected as an independent candidate from Balochistan on the general seat.He swore in as senator on 12 March 2018.

He co-founded the Balochistan Awami Party (BAP).The organization denies political activity despite allegations of Establishment sponsorship.

He was appointed as the caretaker Prime Minister of Pakistan by the former Prime Minister and opposition leader Shehbaz Sharif. President Arif Alvi signed the summary, naming him the 8th Caretaker Prime Minister of Pakistan.

The caretaker prime minister Kakar faces several problems and chances in governing Pakistan during this important time. He will face huge difficulties like:

  • Ensuring a seamless and credible electoral process: Kakar’s top priority is free, fair, transparent, and peaceful general elections. He must collaborate with the Election Commission of Pakistan (ECP), which oversees the polls, as well as political parties, civil society, media, security services, and international observers. He must also address pre- and post-election grievances and disputes.
  • Managing the COVID-19 pandemic: Pakistan has infected over 1.2 million people and killed over 27,000. Kakar must take precautions to limit the infection, especially during election campaigning and voting. He will also oversee the delayed and unequal immunization effort throughout regions and society.
  • Economic challenges: The pandemic, high inflation, low growth, fiscal deficit, debt burden, balance of payments problem, and structural reforms are affecting Pakistan’s economy. Kakar must preserve budgetary restraint, macroeconomic stability, and basic public services. He must also maintain relations with the International Monetary Fund (IMF), which has given Pakistan $6 billion since 2019.
  • Handling foreign relations: Pakistan has complex and dynamic foreign relations with regional and global actors and interests. Kakar must maintain good relations with China, Saudi Arabia, Turkey, Iran, Afghanistan, India, and the US. After the US and NATO pullout, the Taliban have taken control majority of Afghanistan, which he must manage. He must reconcile Pakistan’s security and geopolitical goals with its position as a peacekeeper in Afghanistan.
